OVERVIEW
The International Conference on Online Education 2019 (ICOE 2019), held on March 14-15, 2019, at Novotel Saigon Centre in Ho Chi Minh City, Vietnam, was the first international forum dedicated to online education in the country. Hosted by Ho Chi Minh City Open University, the conference provided a multinational platform for the exchange of ideas, research findings, and practical experiences. By bringing together scholars, policymakers, practitioners, and graduate students, ICOE 2019 not only fostered academic collaboration but also highlighted Vietnam’s growing role as a pioneer in the development of online learning within the region. Participants were warmly welcomed to engage in reflective discussions, establish new professional networks, and contribute to shaping the future of education in the digital era.
The central theme of ICOE 2019, “Online Education: Opportunities and Challenges”, addressed the dynamic shifts in teaching and learning within the context of rapid technological innovation. The conference explored both the potential and the complexities of online and distance learning (ODL) as an inclusive educational model. Sub-themes covered a wide array of critical issues, including innovation in educational technology, curriculum design and change, mobile and ubiquitous learning, open educational resources and MOOCs, blended learning models, digital citizenship, and quality assurance in digital environments. These interconnected areas collectively highlighted the evolving nature of education in the 21st century while encouraging participants to reflect on the global implications of online learning.
As part of its forward-looking agenda, ICOE 2019 emphasized the need for practical solutions and recommendations. Strategies for strengthening digital learning management, improving the quality of open education, and promoting innovative teaching approaches were showcased. The recognition of outstanding contributions through the Best Paper and Best Practice Awards further reflected the conference’s commitment to academic excellence. Ultimately, ICOE 2019 served as both a knowledge-sharing platform and a catalyst for actionable outcomes, inspiring participants to advance inclusive, sustainable, and high-quality online education practices worldwide.
ICOE 2019 featured keynote sessions by leading international experts, including Prof. Nita Temmerman, Prof. Dong Sun Park, Prof. Deborah Elaine Adair, and Dr. Phan Thi Van Thanh. Their presentations addressed topics ranging from trends and opportunities in online training during the Fourth Industrial Revolution to lessons on quality assurance and instructional design drawn from global contexts. The sessions and discussions emphasized key concerns, including accessibility, equity, technological integration, pedagogical innovation, and the changing roles of educators in digitally mediated environments. With contributions from multiple disciplines and cultural perspectives, the conference program offered a rich, multidisciplinary dialogue.
